How We Started and What We Do
In 2013, Nicole Carter opened her first adult foster home after years of hands-on caregiving experience caring for aging people with disabilities as a CNA in skilled nursing and home health settings. Those experiences shaped a clear conviction: elders deserve care that is personal, attentive, and rooted in dignity.
From the beginning, Nicole has remained a hands-on provider. Her vision has always been to create smaller, home-like environments where residents with higher care needs can receive exceptional support, consistent attention, and meaningful connection. With higher caregiver-to-resident ratios, each person receives the time, love, and care they deserve.
Nicole brings warmth, precision, and an unwavering focus on what each resident truly needs. She is often the first person families speak with when they reach out to learn more or schedule a tour. In 2023, she opened a second location and continues to grow this model of care in the beautiful community of Dallas, Oregon.

Meet Our Administrator, Whitney Workman
Whitney Workman joined the AAA Shepherd’s Care Home team in 2024 and quickly became an essential part of daily operations. She works closely with staff and families to support clear communication, thoughtful care planning, and consistent follow-through.
As an administrator, Whitney is accessible, involved, and present in the homes. Families and staff frequently see her checking in with residents, taking them to appointments and activities, decorating their spaces, coordinating care needs, and helping ensure each person feels supported.
Whitney believes in care excellence and nothing less. She works alongside families as a steady source of support while they navigate changes in condition, aging, and evolving care needs.
What Makes Us Different
Our licensed adult foster homes in Dallas, Oregon, are real residential homes that provide the highest quality of care while giving the feeling of being home. Each home cares for only five residents at a time, allowing us to provide close attention, consistency, and individualized support that families are looking for.
Our residents are cared for by awake caregivers in the home every hour of every day, with familiar faces, steady routines, and care that adapts to the person—not the other way around.
Nicole and Whitney work alongside staff regularly and stay actively involved in care coordination with their residents, families, and health professionals. They are not tucked away in distant offices; they are present in the homes, at the bedside, and available when families have questions, requests, or concerns. That involvement is intentional. It is how we keep the care personal, responsive, and deeply connected to each resident’s needs.
